Where can I take my dog in the Houston area, for FREE or low-cost care?

I am going through a divorce and have 3 children. My (soonn-to-be) ex isn't helping me out financialy at all with the kids or anything else. My dog has been urinating blood for weeks. I took her to the vet about 3 weeks ago, she has stones in her bladder. The vet put her on meds and special diet, but it's not helping, it's getting worse. I love my puppy to death and want to do what's best for her, but I don't have the funds to take her to the vet. Ex says I should just have her put down. I CAN'T JUST DO THAT! She jumps around like a little pup and has a smile on her face, but then struggles when she has to go out and pee. She seems to be losing bladder control as well, she lays down and gets up and there's urine and blood. I want the best for her, she's part of my family, we've had her for over 10 years. HELP! I need to get her to a vet ASAP but can't afford it. Are there any programs in the Houston area to help me? It breaks my heart when my 5 yr old asks me "mommy, do we have to sell her" or my 12 yr old asks if we have to have her put down.
