PA law for service dogs in training?

What is the PA law on service dogs in training?
I am a freshman at Delaware Valley College. My major is small animal science. I want to raise a service dog on campus. I live in the dorms. I was wondering what the state laws for PA are for service dogs in training?
I would be raising a puppy to become a service dog.

Raising a puppy and service dog in training are two different things. You would not be protected under the law as a puppy raiser. That aside, it is not a good idea to have a puppy in the dorms.
