Consistency, consistency, consistency. Take the dog out VERY regularly! Keep it in a crate (not too big) or in a small area of your laundry room, etc. as they do not like to go where they sleep. As soon as the dog wakes up, first thing in the morning, take it outside. Right after it eats, take it outside. Take it out several times during the day. If you take it to a certain area of the yard or wherever, it will eventually learn that this is where you want it to go to the potty. Take it out again just before bed. As a pup, it will need to go out a lot until it learns that outside is the place to go and until it is able to control itself.

put him in a small room, with plenty of air of course! and lay newspaper all over the floor, after a while gradually take some away (like maybe two sheets a week/month) and soon you should see he will only do his business on the parts of the room with newspaper!
BTW putting him in a small room does not mean locking him in there! Just when he sleeps and stuff. and also take him outside in the backyard or something and wait until he pees and when he does then you let him inside again
(this worked for me dog and now he only pees outside and on the newspapers)
