We've been living in this country area for about 10 years and we have two dogs, Bobby and Lucy. Bobby is old now and tends to wander off but doesn't go to the toilet in gardens and is not vicious. He's just an old lazy dog, everyone loves him. We have a neighbor who is quite old and lonely i suppose, all he does is drinks, and one day he went to our neighbor, drunk and said he was going to shoot the dogs if they went on his land.
Today a member of the council came and said someone has made a complaint. What could they do to my dog?

In some areas, a property owner is allowed to shoot an animal simply for relieving itself on their property, so the best thing to do is to keep your animal enclosed or restrained on your own property.

Aside from the issue with your neighbor, you should keep all your animals on your own property for their safety (especially an old dog), as well as your neighbors.

If your neighbor continues to complain about your dog and the violations are such that they are against the laws in your state/county, they can impound the dog and eventually deem him a public nuisance and euthanize him. That is - - if your neighbor doesn't harm your dog first.

Just keep your dog on your own property and problem solved.
