Can you call a noise complaint on a neighbors dog for barking....all night?

My neighbors keep thier dogs outside, chained up, all day and night. All they do is bark. They keep me up at night. Is this a police matter or animal control?

I would google your local statues. You can also call the police station in your area and ask and officer. They're usually pretty nice about giving detailed info on the local laws. I had a similar situation here in South Carolina and found that there is no chain law (preventing animals from being chained to trees for long periods of time). Which is sad because dogs can go their whole lives chained to a tree here, with no legal recourse. But if they're barking at all hours you can usually get something done pretty quickly. Just keep calling the police once you learn the laws for your state, county,and city..... It will force the police to take action after so many complaints. Best of luck to you!!
