Why would a breeder sell their foundation dog for so cheap?

Ok, so maybe I got it wrong..maybe the correct term is not foundation bitch since the dog my friend got gave birth to a multi CH and this multi CH was used to sire many more dogs..but I think you get my point. My friend was able to get this dog for free and I'm just curious why the dog didn't go for more. The dog is beautiful, albeit she had a few litters and is 8 yrs old. But still, because of her contributions to the breed, you'd think she'd go for more (at least for more than a pet quality puppy).

I read that it was not uncommon to get a retired, older, chihuahua CH for very low price (just for fee of spay and neuter), but why is that? A lot of these dogs are trying to find their retirement homes, so you'd think the breeder would price them even higher, just to assure that the person adopting them has the money to spoil them....

Is it because it feel wrong of them to put a price on such a great dog that they had grown attached to?
