Default My Dog's Dry food is too Crunchy?

My 3 year old Beagle mix is having trouble with his dry food. It seems to be too crunchy for him and he gets frustrated and stops eating after a few bites. He eats wet food too fast and throws up so that is out of the question. We tried mixing his dry food with just a little warm water to soften it up and that seemed to work really well. Is this safe and/or ok to do? Is this a problem that other people have with their dogs?
We tries small bites and he still had a hard time. The vet says his teeth are fine.
