What is the ideal pet insurance for me?

I have two dogs that need to get insured. They are young (one is 4 years old, the other is like 2-3 years old), but my concerns are their teeth. No only do they need to get cleaned, but they need to get fixed. I'm seeing cavities. The problem is the payment I need to give to the veterinarians. The one insurance I had said they only reimbursed payments. And I cannot afford to make these large sums of payments, and wait to get reimbursed. I need an insurance that pays like medical insurance does (with small co-pays.) Are there any pet insurance plans like that?
