What bird is right for me!? please help asap? 10 points or more!?

Uh, well i've been wanting a bird for my birthday and i know about some of the birds that im considering. I really don't know which to choose =/ one day i want a cockatiel the next a budgie then i want a quaker parrot lol. i hear good things about all of these and i hear bad also. I don't know much about sun conures or jenday conures all i know is that they look beautiful. Can you tell me some of the best birds for me heres a description: I dont want a big bird like a macaw, i dont wnat a bird that chirps 24/7, i want a bird that will cuddle with me and enjoy a head rub, or a belly rub. I want a bird that will use my hand and fingers as a perch. And a want a bird that is loving and will a nice bird for many years, p.s. we are a family of four so i dont want the bird to be aggresive to the other. my budget is in range of anywhere from 1 dollar up to hmm 200 or 300 dollars? i mean i wouldn't want to go over 150 but if i have to i will, i think 200 is reasonable for the bird the cage and the accesories. And tell me from your experience if you think your bird breed is best for me? Another p.s.(i wouldnt want a bird that needs a huge cage)---Thanks a LOT!!! for any info!!--
