i'm getting a bird and would like a recommendation.

the conditions are:
-it shouldn't make more noise than a conure
-can't be over 1k
-smaller than 20in(50cm)
something like, a bit higher than a cockateil though, srry i didn't specify
pet store guy recommended quaker, those good?

Budgies are cool. Some can be quiet, then again, some can be noisy.

My grandparents have a budgie who doesn't stop talking about himself - he has learned his name, Jimmy, and he all he ever goes on about is himself haha.

Cockateils are great beginners birds, good to train and a good size, budgies likewise but obviously much smaller. Some kind of peach-faces are easy to keep too but not as hands on as Cockatiels and Budgies can be.

parakeets are good pets but i would get 2 because 1 in a bird cage can get very lonely but if you get 1 it is good to turn on the TV when you go somewhere and him/her should not get lonely but if you get a boy and a girl there is a chance it could have a baby

There are a lot of different conures, a sun conure can be LOUD.

Try a green cheek conure, there not that bad for a first.
Though for a 'very first time' I would say a Cockatiel, budgie or parakeet.
