I still think Green cheek conure would be good.

Though, you can try an Indian ringneck. I haven't actually had one of these so do some research to make sure its a good bird for you or not.

I have a Cinnamon green cheeked conure, and highly recommend them to anyone looking at getting a smaller parrot.
Green Cheeked Conures are a good choice to consider. They are very quiet, and look like a Macaw in super miniature. Most are very sweet and clownish in behavior. They are a little smaller than a Cocktail and tend to have a more stable personality than many birds, and they are quiet.
They don't usually talk very well tending to have soft, mumbly voices, but are very playful and learn tricks easily. Green Cheeks whistle, twitter and chirp, but don't scream. Mine likes to beep like the microwave and laughs.
They come in several color variaties. Most are $400-800 depending on color and source.

Quakers, parrotlets, or even canaries are others to consider. But please make sure to do your research before deciding.
